Civil PM Engineer - Water/Wastewater P.E.

TKE Engineering, Inc., located in Riverside, CA , is seeking a motivatedWater/Wastewater Professional Engineer to perform duties including but not limited to the following. The position is full- time.

Water/Wastewater Project Engineer is responsible for project design oversight and responsibility, cost estimating, studies, and other related engineering tasks supporting TKE Engineering. We are seeking a Project Engineer to plan, direct, and control the execution of technical, fiscal, and administration functions of the assigned projects. Please note that a California Professional Engineering (PE) license is required for this position.

The following duties are typical of the position but are not all encompassing. Each person is expected to help out in whatever duties are required to deliver a quality product on schedule.

  • Responsible for applying intensive and diversified knowledge of civil engineering principles and practices in broad areas. Uses advanced techniques, theory precepts and practices in the civil engineering field and related sciences and disciplines. A lead position, this level includes technical direction over a group of civil engineering designers and/or functions as a technical specialist, formulating and developing advanced civil engineering concepts.

  • Coordinates technical and administrative activities with those of other disciplines and other departments in the company participating in a project.

  • As a Project Engineer, serves as a technical specialist, staff adviser and consultant to the civil engineering specialty, for a given water/wastewater, land/site development, public works, and/or transportation-related project.

  • Carries out complex or novel assignments requiring the development of new or improved civil engineering techniques or procedures to create new or refined improvements, equipment, materials, processes or methods.

  • Markets the firm’s capabilities within the civil engineering specialty to establish new clients and enhance relationships with existing clients. Prepares proposals for potential projects within the guidelines of the company authority matrix

  • Participates in the selection of design teams and sub-consultants and in the negotiations of fees and subcontractors.

  • Conducts constructability reviews or assists in the design/planning/review of other civil engineering projects not assigned to the incumbent.

  • May supervise civil engineering and support personnel: evaluates performance; assigns and schedules work; establishes project priorities and standards; makes recommendations on hiring, firing and promotions; provides technical support of project work

  • May assist the Department/Division Manager in the preparation of the department/division budget and policy implementation

  • Performs all other assigned related duties

  • Essential Functions

  • Support a wide variety of municipal water, recycled water, wastewater and storm water related projects involving wells, pipelines, collection systems, lift/pump stations, storage and equalization facilities, pipeline rehabilitation and treatment facilities

  • Lead the planning, evaluation and selection of preferred alternatives

  • Perform conceptual and detailed design calculations, modeling, and analyses

  • Prepare detailed engineering reports and supporting documents

  • Prepare construction drawings, specifications and cost estimates

  • Provide construction support services such as bid evaluations, plan clarifications, review shop drawings, prepare operations and maintenance manuals, review monthly progress reports and evaluate change order requests.

  • Prepare technical memorandum, preliminary design reports

  • Strong technical experience

  • Experience with engineering cost control, progress reporting, resource planning, scheduling, and management of contracts

  • Possess excellent technical writing and communication skills as well as be independent and resourceful

  • Registration as a Professional Civil Engineer in the State of California is required

  • 6+ years of related consulting experience

  • BS or MS in Civil Engineerin

Civil Engineering Project Manager, P.E. 

DUTIES INCLUDE:

  • Conduct comprehensive engineering studies and develop appropriate recommendations

  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals

  • Provide technical and professional engineering support services relative to assigned area of responsibility

  • Communicate effectively, both orally and in writing

  • Performing routine aspects of engineering requiring knowledge and application of engineering principles under supervision

  • Ability to use computer-assisted engineering software and equipment to perform engineering tasks

  • Proficient in Engineering Design

  • Collecting and preparing data for evaluation

  • Assisting in the coordination of projects from conception (feasibility) through final plan preparations

  • Providing direction to assistant engineers and designers

  • Supporting multidisciplinary projects

QUALIFICATIONS:

  • SIX years of professional experience

  • Bachelor of Science in Civil Engineering or related field

  • Current P.E. License, issued by the California State Board of Registration for Professional Engineering License

  • AutoCAD Civil 3D

  • Microsoft Office (Word/Excel)

  • Topographic and Construction Surveying Knowledge;

  • Hydrology and Hydraulic Analysis

  • Sewer and Water System Modeling

  • Strong analytical, conceptual, communication and organizational skills

  • Ability to effectively interface with all levels of personnel and management; ability to work and thrive in a team environment

  • Strong problem solving skills

  • Ability to self-motivate and productively complete designs without supervision

  • Working knowledge of Microsoft Suite

  • Excellent oral and written communication skills

  • Valid Driver's License, Class C or higher, is required

SENIOR PLAN CHECK ENGINEER 

TKE Engineering, Inc., located in Riverside, is seeking a full time Senior Plan Checking Engineer to perform duties including but not limited to the following. Experience with providing counter services for municipalities is a plus. Duties may include providing consulting Staff Augmentation for municipalities to perform counter related services.


Plan checks:

  • Grading plans including, rough grading and precise grading plans

  • Infrastructure improvement plans, including sewer, water, storm drain and dry utilities

  • Street Improvement Plans including street widening, rehabilitation and new street plans

  • Hydrology and hydraulic calculations and reports

  • Engineer’s reports including, Water Quality Management Plans, and Erosion Control Plans

  • Traffic control plans

  • Landscape plans

  • Final maps (tract and parcel)

  • Legal documents including easements, dedications, quitclaims, covenants, conditions and restrictions, lot line adjustments, lot mergers, and agreements

 

The tasks of the plan check services include:

  • Related Specific Plans

  • General Plan and City Ordinances

  • Conditions of Approval

  • Client Standards

  • California Building Code Standards for ADA and Grading

  • The City’s Subdivision Plan Check List

  • Other Agency Requirements

  • Review of plans for sound engineering practices

  • Check for accuracy of design in conformance with the Client’s City Standards and Check Lists.

  • Check general mathematics and design criteria

  • City Master Plans

  • Call for re-design of any portion of plans that:

  • Will not function due to poor engineering

  • Is not consistent with the Approved Tentative Map, other Approved Plans or Conditions of Approval

  • Will be potentially unsafe to the public

  • Impractical to construct

 

QUALIFICATIONS:

The applicant shall be a California Registered Civil Engineer. Have a minimum five (5) years of experience in plan checking, preferably in the municipal sector and be well versed in the development process.

GRANT ADMINISTRATOR

TKE Engineering is seeking a qualified professional to provide grant administration services. Although the following list is not intended to be all inclusive, the applicant is expected to provide the scope of services listed below:

 

Grant Tracking, Reporting and Management

  • Provide monthly/quarterly reports with details on grant opportunities, grants applied for and the status of active/open grants

  • For new grants, work with TKE Management, Staff, Clients and the funding agency to draft a mutually agreeable contract/grant agreement to be reviewed by TKE Management and Clients

  • For new grants, assist staff with providing all initial documentation required by funding agency

  • Prepare memorandums of understanding for grant funded projects shared with local agencies

  • Advise TKE Management, Staff, and Clients on strategic actions to ensure 100% of each grant is paid to the clients

  • Review and submit budget shifts or scope of work modification requests to funding agency

 

Grant Administration

  • Develop a schedule for the submission of required progress and final reports and invoices to funding agencies as required by grant agreements

  • The schedule will specify due dates for draft reports and invoices prepared by TKE and Clients.

  • For completed projects, provide the framework of required information necessary for the preparation of close out documents

  • Review draft reports and invoices for accuracy and completeness

  • Work with TKE Management, Staff, and Clients  to correct any issues discovered during the review of draft reports and invoices

  • Finalize draft reports and invoices for submission to funding agency

  • Submit, by email, reports and invoices with appropriate cover letter and/or email to funding agency

  • Work with funding agency to correct any issues with submitted reports and invoices

  • Notify TKE Management, Staff, and Clients when an original signature is required and provide TKE Management, Staff, and Clients with  documents for signature and instructions for the submission of the completed documents

  • For completed projects, work with TKE Management, Staff, and Clients to submit final close out documents to funding agency

  • Develop, negotiate and submit grant amendment requests as needed Review and provide guidance on grant eligible costs

  • Provide analysis on opportunities to fully utilize existing grant money

 

Grant Application Preparation and Submission

  • Track all possible grant opportunities available to the TKE Clients and provide a quarterly update of grant opportunities
